In February 2018, the Basel Agency for Sustainable Energy (BASE) Switzerland, the Italian Federation for Energy Efficiency (FIRE), Business Council for Sustainable Development Portugal (BCSD Portugal) and EnergyLab (Spain), launched a three-year project aimed at scaling up investments in energy efficiency.The United Nations Environment Finance Initiative is also supporting the project.

In that context, the Energy Savings Insurance (ESI) Europe project has received funding from the European Union’s Horizon 2020 research and innovation programme in the call for innovative financing schemes (EE-23-2017).

In 2021, following the interest raised by this first phase, an ESI Europe 2.0 project also obtained funding from the Horizon 2020 programme to now replicate the model in Croatia, Greece and Slovakia with Društvo za oblikovanje održivog razvoja (DOOR), Centre for Renewable Energy Sources (CRES), and Slovak Innovation and Energy Agency (SIEA), respectively (together referred to as the project consortium). The project builds on ESI Europe and involves adapting ESI model tools to the three countries, which entails the identification and engagement of key actors in those markets, marketing and promotion of the GoSafe with ESI brand, improving the ESI Europe toolkit, and the creation of the ESI Europe Alliance.

To roll out the ESI model in these three new countries, the following activities are being undertaken:

In order to gain a deep understanding of the local market needs and potential for energy efficiency investment, a market assessment is conducted. In this phase all relevant stakeholders, including businesses, technology providers, local financial institutions and associations are engaged in the implementing countries.

As a result of the market assessment, priority sectors with attractive energy efficiency business opportunities are identified for the initial ESI Europe project. Through marketing and communication efforts, the development of the ESI elements and adaptation of the model to the local market is enabled.

Activities such as communication, promotion and marketing activities, capacity building for key market stakeholders are held to support the development of initial pipelines of energy efficiency projects that use the ESI model.

Supporting the target stakeholders with capacity building and direct support services. Promoting the replication of the model in additional European countries within six years of the project’s launch. Mobilising between EUR 87.3-100 million investment in energy efficiency projects and generating primary energy savings of between 77.8-98 gigawatt hours per year within six years of project’s start.

An ESI Europe toolkit and short videos will be developed in order to promote the model more broadly across Europe. Long lasting training tools will be created as well.
